News.az reports citing the official website of the President of Azerbaijan that the order says: "In accordance with paragraph 32 of Article 109 of the Constitution, in accordance with the recommendation of the celebration of the 70th anniversary of the victory in the War of 1941-1945 in the Decision of the Council of Heads of CIS states "On preparing for the celebration of the 70th anniversary of Victory in the Great Patriotic War of 1941-1945" on December 5, 2012 I decree:

1. To approve the "Action Plan for the preparation and celebration of the 70th anniversary of the victory in the War of 1941-1945."

2. To carry out the financing of expenditure required for the execution of the activities outlined in the Action Plan approved by paragraph 1 of this Order, using the funds provided by the state budget of the Republic of Azerbaijan for 2015 for the relevant executive bodies.
