President Ilham Aliyev appointed Saadat Yusifova head of the department for political analysis and information provision at the presidential office, state news agency Azartac reported.
Yusifova replaced Elnur Aslanov in the post. She previously worked at the department for work with law-enforcement agencies at the presidential administration.
Aslanov was fired last month amid allegations of ties to the Hizmet movement of Turkish cleric Fethullah Gulen, who is in self-imposed exile in Pennsylvania.
He denied any links to Gulen, who Turkish Prime Minister Recep Tayyip Erdogan accused of seeking to undermine his government.
Hizmet runs a network of private schools in Azerbaijan.
