The agreement was signed by the vice-president of Azerbaijan's National Olympic Committee, Chingiz Huseynzade, Minister of Youth and Sports Azad Rahimov and the president of the Islamic Solidarity Sports Federation, Saudi Minister of Youth and Sports Prince Abdullah bin Mosaad bin Abdulaziz Al Saud.

The decision to hold the 4th Islamic Solidarity Games in Azerbaijan in May 2017 was adopted at the General Assembly of the ISSF in Jeddah, Saudi Arabia, in July 2013.
