Reported from TASS that Borrel was speaking at an expert conference on the state of the EU in Florence, which was broadcast by the European Commission.

He said he supports qualified majority decision-making in EU foreign policy, but the problem is that consensus is needed to abolish decision-making by consensus. And this means that EU countries will have to give up the right of veto, which many do not want, he said.
