New villages in Karabakh built from scratch – Presidential envoy

New villages in Karabakh are being built on the principles of sustainable urbanization and green energy, presidential envoy Ceyhun Hajiyev said.

Hajiyev, who serves as the President’s special representative for Jabrayil, Gubadli and Zangilan, highlighted Agali village as a model settlement. Built alongside Mamavari, it allows residents to share schools, kindergartens and service centers.

He noted that all housing in Jabrayil, Gubadli and Zangilan had been destroyed during the occupation, meaning reconstruction must start entirely from scratch.

“Our main goal is to establish a clean and healthy living environment based on public transport, pedestrian and cycling routes. In Aral, children can ride bicycles to school,” Hajiyev said.

According to him, new villages are being located along major highways, logistics hubs and industrial zones, which boosts employment opportunities and supports local entrepreneurship.

Hajiyev added that four small hydropower plants with a combined capacity of 42 MW have been built in Zangilan, while a 240-MW solar power plant is under construction in Jabrayil. Solar panels are also being installed on rooftops.

“Our priority is to ensure that residents are permanently resettled in their homeland with access to modern infrastructure, a clean environment and strong economic opportunities,” he stressed.
