Azerbaijan to open housing market in Khankendi from March 2026 – official

Resettlement of residents to Khankendi and nearby settlements will begin after Nov 20, with 32 families to be moved in the first stage, Elchin Yusubov, the presidential representative for Khankendi, Agdere and Khojaly, told Anews.az.
He said about 400 families are expected to be resettled within a year, while from March 2026 all Azerbaijani citizens will be able to buy apartments in newly built commercial housing in the city.
Yusubov said Khankendi is set to become a student city, with the Qarabağ University expanding from 2,300 students to 10,000. The city’s master plan foresees division into residential, industrial and student zones.
The government allocated 148 million manats ($87 million) for reconstruction in 2025, of which more than 70% has already been spent. Some 19 villages have been rebuilt and resettled, while 3,000 people are employed in 546 businesses across Khankendi, Agdere and Khojaly.
