I'll tell you about the latest conflict case involving Mehdiyev, especially as the events that began in early January of this yet, apparently, continue.Between the two avenues in the Yasamal district - Zardabi and Sherifzade, and between the two clinics - Experimental Surgery and Named after Tousi there are two residential 16-storey buildings with a very active population. Suffice it to say that they are second in the whole country that united to create a society of apartment owners (MMMG - Az). Yasamal - I and run their own buildings without housing departments and participation of the construction company.The residents in the best of their ability, planted fir trees near their houses, and poured gravel for parking - in short, trying to live beautifully.But late one night near the houses appeared an excavator and a dozen workers under the leadership of a foreman. The "guests" cut down the trees. Twelve dead firs lay close to the excavator. The residents immediately rushed into the courtyard and drove the people away, despite the fact that the foreman was waving a permission of local authorities to build a private object on the site of the grove.Threatening the residents with deadly punishments, the foreman took the team of destroyers and retired. The residents raised money, bought seedlings and planted them on the spot instead of the cut trees. Two activists of the building reported the incident to the Ministry of Ecology and Natural Resources.On January 29 the Ministry of Environment website officially published a validation message on the complaint received from residents of the house at 89 Zardabi Avenue. It turned out that the executive branch of the Yasamal district gave the citizen Ramiz Jabbarly permission to build a private object on land of 465 sq. m. Joyful Ramiz paid immediately for cutting all the trees on the site. He managed to destroy 12.According to the text of the official announcement, this action is a serious breach of the Cabinet order N 173 of 19 September 2005. The MoE staff wrote a record and Ramiz was fined at 14,400 manats in accordance with Article 92.3.1 of the Code of Administrative Violations .The Ministry of Environment sent the Executive Power of the Yasamal district a letter demanding the restoration of the destroyed green spaces and termination of the construction work. The territory was taken under control of the Ministry.It would seem that the conflict was settled. The Yasamal authority issued a mistaken decision to the businessman. It could happen to everyone. Another government agency has corrected this error, and although the businessman Jabbarly did not move a finger to restore the green spaces, the residents were happy.And it was very in vain because Ramiz continued his activities. This is understandable, as permissions to build in the city are issued, as you can guess, not for one's beautiful eyes.And then a new document came out. According to a resident of the building named Zakir, the head of the Yasamal Executive Power sent a letter to the residents that the workers had come to the grove only to prune the unnecessary branches of the trees and not to cut them down completely. In response, the residents sent to the Presidential Administration an envelope of photographs of trees cut down by Mehdiyev's decision. This was done despite the well-known historic phrase of the late President Heydar Aliyev that when cutting trees, he felt the same bitter feelings, as if he had his hand cut off.But that's not all. The complaints to the Ministry of Ecology were soon visited and phoned by an Aydin, who offered them bribes for silence at the sight of a new operation to destroy the trees in the area. Aydin painted charms of the planned construction nearby and promised to build a playground in the yard. The briber was certainly banished from the territory. But there is no certainty that one day waking up in the morning, the residents at 89 Zardabi Avenue will not find a deep pit with a swarming construction excavator at the bottom instead of the green grove.A suitcase of money is too significant a factor.Here's what the Yasamal executive power controlled by Ibrahim Mehdiyev deals with.
