In particular, it is proposed to introduce a fee for all Russians for the restoration of Ukraine when applying for visas, to take measures against Russian and Belarusian athletes, to strengthen energy, financial and other sanctions.
The plan was developed by an expert group led by Andriy Yermak, head of the Office of the President of Ukraine, and former US Ambassador to Moscow Michael McFaul. The 35-page document titled Action Plan 2.0 was made public on April 25 on the Ukrainian head of state's website. It contains 12 sections, which are devoted, among other things, to the strengthening of individual, energy, military, technological and financial sanctions against the Russian Federation, the confiscation of Russian assets, the withdrawal of foreign business from the territory of Russia and the expansion of the "sanctions coalition."
In the section on the strengthening of individual sanctions, Western countries are invited to either ban Russians from entering on tourist visas, or withdraw the fee for the restoration of Ukraine when applying for visas.
In the energy sector, the plan proposes to stop direct deliveries of Russian gas to the EU and produce them only through Ukraine, create a reserve gas buffer in Ukraine, impose sanctions against Russian oil and gas companies, including Gazprom, Rosneft, Lukoil, Tatneft, as well as against Rosatom and Gazprombank.
