Mazahir Panahov, head of the Central Electoral Commission (CEC), has said no serious irregularities were reported in the country's Dec. 23 municipal elections.
"The elections can be considered valid,” Panahov told reporters in Baku. "No complaints that could undermine the outcome of the elections were received by the CEC."
The CEC has received protocols from 70 percent of all polling stations across the country and as many as 1.3 million ballots have been counted, Panahov said.
Preliminary results are due by midday on Dec. 24, he said.
Voter turnout was almost 39 percent, said Rufat Gulmammadov, a spokesman for the CEC.
More than 37,000 candidates ran for 15,035 seats in municipalities across the country.
Of the candidates, 18,790 represent 30 political parties.
