No violation at referendum in Azerbaijan, says CEC

The Sept. 26 referendum to amend Azerbaijan’s constitution was organized at the proper level, Chairman of the Central Election Commission (CEC) of Azerbaijan Mazahir Panahov said at a CEC meeting.

He said the election commissions of lower instances were operating quickly and were informing the voters promptly.

"Every Azerbaijani family was given the text of the proposed constitutional changes, and every family received the opportunity to get familiar with the Referendum Act,” Panahov said. "Today, Azerbaijani voters are well aware of their rights.”

"It is the first time that media outlets also didn’t record any violation,” he noted. "In general, no violation of law was recorded at the referendum.”

He also praised the efforts of the police to ensure law and order during the voting.

Panahov added that the election process in Azerbaijan has developed significantly and can be compared to that of the countries of Europe.

The referendum to make amendments to Azerbaijan’s Constitution was held Sept. 26. The voter turnout throughout the country stood at 69.7 percent, or 3,671,707 people.

Azerbaijan’s President Ilham Aliyev signed a decree July 18 on submitting the draft Referendum Act "On making amendments to Azerbaijan’s constitution” to the Constitutional Court.

The Referendum Act envisages establishing first vice-president and vice-president positions in Azerbaijan, extending the president’s term of office from five years to seven years, giving the authority to the president to dissolve the parliament and declare an early presidential election, removing the age limit for presidential election, and decreasing the age limit from 25 to 18 for participation in the parliamentary election.
