Azerbaijan resettles 22,000 in Karabakh, Yusubov says

Elchin Yusubov, the Azerbaijani president’s special representative in Khankendi, said more than 22,000 people have been resettled in Khankendi, Agdara and Khojaly as part of post-war reconstruction.
He told the third National Urban Forum that 985 houses and apartments had been restored, with residents returning under the government’s “Great Return” programme. Investments of over 65 million manats ($38 million) have been made, creating more than 3,000 jobs, with employment expected to reach 6,000 as projects expand.
Yusubov said reconstruction in Karabakh and East Zangezur included power, water, gas and telecom networks, roads, bridges and airports, as well as schools, hospitals and cultural centres. All projects are being carried out in line with the “green energy zone” concept announced in 2021.
