"We have to try to turn the economic success of Azerbaijan into the success of every citizen."This idea was voiced by the chairman of the Democratic Reforms Party Asim Mollazade at the Milli Mejlis during the discussions of the draft budget for 2014. He said that one of the major challenges facing Azerbaijan is the development of non-oil sector and the allocation of further funds from that to the budget: "The non-oil sector attracts major investments. However, the number of professional managers who will be able to realize this investment is not enough. It is therefore necessary to carry out major reforms in the education system and to prepare professionals in every field."According to Mollazade , the areas invested need to be taken under control. "These areas should be monitored by the Ministry of Finance, the Cabinet of Ministers, so that we may see the effective result of investments. We should well organize the work in the field of investment in industry and national infrastructure so that the budget of Azerbaijan made a profit."The deputy referred to the need of health care reforms : "Despite the fact that the budget allocates funds to the health insurance system, so far, the system has not formed . At the same time, despite the fact that the government opens up many new health facilities in the country and modern medical equipment is brought, due to the lack of professionals work in the field of health care is not organized properly. As a result, citizens are sent abroad for high-quality medical services. "Mollazade said that there is need for a serious budget funds in the sphere of culture: "Culture of Azerbaijan should be merged with the sphere of education and science. Every museum in the country should become a center of education and a research institution. A citizen of the modern state must be a man of high culture."The MP touched on the problems in education: "For  the fact that the reforms in the education system have been slow, there is a certain guilt of Parliament. Despite the fact that there are sitting heads of universities and rectors, there are no laws on science, higher education, secondary education, vocational training, as well as on pre-school education. The graduates of our universities in many cases have to take extra courses of the specialty. 70 % of high school graduates do not go to university. Where should they learn the craft? It is necessary to take measures to restore vocational education. The President signed the document on the appropriate strategy. First, create a legal framework and then quickly put this strategy into practice."ANN.Az
