He was speaking at the International Criminal Court, addressing the Dutch society and representatives of international judicial institutions located in The Hague.
"There must be responsibility for aggression, and this can only be achieved with the help of an international tribunal. <...> We stand for the creation of such a tribunal [against Russia],” he said.
