The ruling New Azerbaijan Party (YAP) won 70 of 125 seats in parliament in Sunday’s elections, according to preliminary results released by the Central Electoral Commission.
Non-partisan candidates got at least 40 seats.
YAP said the election, boycotted by main opposition parties and groups, was free and fair.
The OSCE didn’t monitor the vote for the first time in two decades, citing "restrictions” by the government.
President Ilham Aliyev rejected the claim on Sunday, accusing the OSCE of not sending in observers in violation of its mandate.
