Natiq Karimov, head of the village council in Nardaran, a devout Shiite village north of the Azerbaijani capital, has been arrested on charges of high treason, the State Security Service (SSS) said.
A Baku court sentenced Karimov to four months in prison pending trial.
The village elder is accused of working for a foreign intelligence agency, SSS said without specifying.
The investigation is still continuing, it said.
Pro-government media had earlier accused Nardaran elders of ties with Iran. They rejected the claims.
