Russia proposes tighter controls on migrants
Russian State Duma Speaker Vyacheslav Volodin said controls on migrants arriving in Russia should be tightened.
He said people with criminal convictions or administrative offences in their home countries should not receive Russian residency permits or citizenship.
Volodin said the new measures would help create conditions for law-abiding foreigners to enter the country.
The issue is also significant for Azerbaijan. According to Russia’s 2021 census, about 475,000 ethnic Azerbaijanis live in Russia. Russian Interior Ministry data showed that 224,397 Azerbaijani citizens were registered with migration authorities in Russia in January-September 2025.
