Azerbaijan Faces Deep Gaps in Foundational Student Literacy, Official Says

Azerbaijani school pupils continue to struggle with fundamental reading comprehension as the national curriculum attempts to pivot toward complex analytical skills and media literacy, Acting Director of the Institute of Education Elnur Aliyev said during a PISA briefing.

Aliyev noted that language instruction historically emphasized rote memorization of grammatical rules rather than critical analysis or textual interpretation. While updated curricula and primary grade assessments increasingly prioritize evaluating source credibility and discernable media literacy, Aliyev acknowledged that systemic foundational gaps persist and remain an overriding reform priority.
