Azerbaijan to raise minimum subsistence level in 2026

The Azerbaijani government plans to raise the minimum subsistence level for 2026, according to a draft law on the “Minimum Subsistence Level” discussed in parliament.

The draft sets the 2025 average minimum subsistence level at 285 manats nationwide, 305 manats for the working-age population, 232 manats for pensioners, and 246 manats for children. In 2026, these figures are expected to rise to 300, 317, 245 and 265 manats respectively.

According to the Ministry of Economy, the indicators were calculated based on inflation forecasts and the dynamics of social spending growth provided by the State Statistics Committee. The ministry reached agreement on the figures with the Ministry of Finance and the Ministry of Labour and Social Protection of the Population.

An official statement said the expansion of the non-oil sector and sustained economic growth have enabled improvements in social indicators. The average annual GDP growth in the non-oil sector is projected at around 5% for 2025–2029.
