Kazakhstan Uncovers $100M Oil Products Smuggling Ring
Kazakhstan's National Security Committee (KNB) has dismantled an organized criminal syndicate that illegally exported more than 160,000 tonnes of petroleum products worth roughly 45 billion tenge (over $100 million) between 2019 and 2023.
Investigators revealed that the group procured raw crude from local operators, processed it at the Standart Petroleum and Mangystau Oil Refining mini-refineries, and shipped it abroad via the Port of Aktau disguised as heating oil using forged quality certificates.
Authorities confiscated assets including the mini-refineries, an oil tanker, and substantial corporate holdings, while recovering over 2 billion tenge in illicit revenues and unpaid taxes for the state. Five key figures—including refinery executives and trade intermediaries—have been sentenced to eight years in prison each, and the primary mastermind behind the operation has been placed on an international wanted list.
