Russia Caps Cash Outflows to Azerbaijan and Regional States at 1 Million Rubles

Russia has barred individuals from taking more than 1 million rubles (or foreign currency equivalents) in cash out of the country to Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The regulatory measure was outlined in an announcement from the State Revenue Committee.
The policy was enacted pursuant to Decree No. 709 signed by the Russian President on September 29, 2026. While private individuals face a strict 1-million-ruble ceiling, legal entities and sole proprietors are entirely prohibited from exporting physical cash regardless of amount, barring specific statutory exemptions listed in the decree. Authorities advise travelers to review the updated restrictions and applicable waivers before departing Russia.
