Azerbaijan central bank explores partnership with Binance

The Central Bank of Azerbaijan (CBA) has met with representatives of crypto exchange Binance to discuss potential collaboration and regulatory frameworks for digital assets, the central bank said.
Deputy Chairman Vusal Khalilov held talks with Binance’s regional head Kyrylo Khomiakov. Discussions centered on developing legislation for virtual assets in Azerbaijan, establishing a dedicated regulatory sandbox, and exploring the tokenization of real-world assets.
Binance is the world's largest digital asset exchange by trading volume and user base, operating a broad ecosystem that includes trading infrastructure, custody services, on-chain analytics, and fiat-to-crypto payment gateways.
For central banks and regulatory authorities, engaging with major global platforms provides technical expertise and institutional frameworks needed to formalize domestic crypto markets. The exchange offers established compliance protocols, anti-money laundering (AML) toolkits, and user identification (KYC) standards that help trace illicit flows and channel volume away from unregulated grey-market P2P channels into supervised, taxable structures.
The partnership also facilitates the launch of regulatory sandboxes, allowing policymakers to safely test fiat-crypto integration and digital settlement models without exposing the broader banking sector to systemic risk. Furthermore, Binance's infrastructure supports the tokenization of real-world assets (RWA)—such as commodities, real estate, and financial instruments—broadening capital market liquidity. The dialogue in Baku aligns with Binance’s broader expansion strategy across Central Asia and the CIS, where it has previously assisted monetary authorities, including securing licensing and launching localized operations in Kazakhstan.
