Karabakh no longer a frozen conflict, President Aliyev says

The conflict between Armenia and Azerbaijan over the Nagorno-Karabakh region is no longer a frozen one, President Ilham Aliyev said.
"Everybody, including the mediators, can see that it’s no longer a frozen conflict,” Aliyev told a televised cabinet meeting on Monday.
The Azerbaijani army inflicted heavy losses on Armenians occupying the Agdam District in preventive strikes last month, the president said.
At least four Armenian soldiers were confirmed killed and 12 others injured by Azerbaijani artillery fire on Sept. 25.
Armenia captured nearly one-fifth of Azerbaijan’s internationally-recognized territory, including Nagorno-Karabakh and seven adjacent districts, in a war in the early 1990s.
While large-scale hostilities ended with a ceasefire in 1994, no peace agreement has been signed.
Armenia has yet to comply with four UN Security Council resolutions demanding immediate and unconditional withdrawal from the Azerbaijani territory.
Aliyev said Azerbaijan "must and will” restore its territorial integrity.
"The territorial integrity of our country is no less important than the territorial integrity of any other country,” he said.
