President Ilham Aliyev has signed a decree to pardon 90 prisoners on the eve of Novruz.
The pardoned included two people listed by international rights groups as political prisoners.
They are Basir Suleymanli, coordinator at the non-governmental Election Monitoring and Democracy Education Center, and Orxan Eyyubzada, a pro-opposition blogger.
The prisoners were freed on March 19.
The government denies there are political prisoners in Azerbaijan.
