President Ilham Aliyev, speaking at a cabinet meeting on Monday, said the government should cancel "non-priority projects” to save budget funds.
Aliyev also promised serious reforms to cut corruption and improve the business climate.
"Businesses should pay taxes on time, but they should not be required unjustified payments, and measures to fight corruption should be stepped up,” he added.
Aliyev said Azerbaijan's economy grew by 3.7 in the first nine months of 2015 year on year despite the "global economic crisis, the fall in oil prices, unreasonable pressure on our country and open provocation."
The non-oil economy expanded by 10 percent and agriculture by 6.7 percent.
