Azerbaijan Reports 290 Cyberattacks on State Institutions in Q1 2025

The Special Communication and Information Security State Service of Azerbaijan identified 290 cyberattacks (indicators of compromise, or IOCs) targeting state institutions in the first quarter of 2025, representing a 15% year-on-year increase, Report informs, citing the agency.
Of these, 98 cyber threats were detected and blocked through internal investigations, while 192 were identified through incident reports submitted by government agencies.
In March alone, 28 cyberattacks were recorded — a 58% decrease compared to the same month last year.
During the three-month period, the AzStateNet network blocked 136.36 million malicious links, while the central antivirus system installed on end-user devices blocked nearly 2.108 million malicious electronic documents. An additional 40,056 malicious documents were blocked using the Sandbox protection system.
