EU plans sanctions on Russia’s shadow fleet and dozens of individuals

The European Union is preparing to sanction around 149 vessels linked to circumventing restrictions on Russian oil exports, EUobserver reported, citing diplomatic sources.

Ships added to the list will be banned from EU ports and from accessing services provided by European companies, including insurance, repairs, and refueling. The full list is expected to grow to nearly 350 vessels by May 20, when the 17th sanctions package is due for formal adoption.

According to maritime tracking platforms, about 25 of the targeted ships are currently operating in the Baltic and North Seas, with others located in the Black Sea, Eastern Mediterranean, and near India and China. Only 15 of the 149 vessels reportedly fly the Russian flag.

The new sanctions will also target 54 individuals and 14 entities accused of supporting Russia’s military operations. The package further tightens restrictions on the export of dual-use technologies from the EU.
