Azerbaijan approves new rules for calculating construction project expertise costs

Azerbaijan has approved new regulations for calculating the cost of expert review of construction projects and preliminary documentation. The decision was signed by Minister of Emergency Situations Colonel General Kamaladdin Heydarov.

The rules define how expertise costs are calculated based on the classification of construction projects and the value of design services. Costs must be paid by the client under a contract, regardless of the outcome of the expert opinion.

Projects are categorized into classes, each with its own cost coefficient. For state-funded projects or those under international agreements, the expertise fee is set at 15% of the design service value.
