ADB backs Azerbaijan heating sector decarbonization project

Azerbaijan has launched a project to decarbonize its heating sector with support from the Asian Development Bank (ADB), the Energy Ministry said on Tuesday.

The $1.1 million technical assistance project is financed by ADB’s Clean Energy Fund and Technical Assistance Special Fund. It aims to draft regulations under the national heating strategy and law, promote decarbonization, improve efficiency of existing systems, optimize tariffs, and support integration of renewable energy into heating through pilot projects.

The project also includes preparation of a development strategy for state-owned Azeristiliktechizat.

ADB selected a consortium of Denmark’s NIRAS, Germany’s Integration Environment & Energy GmbH, and Azerbaijan’s ENERGAZER LLC as consultants. Services are scheduled for completion by March 2027.

The Energy Ministry and Azeristiliktechizat will provide technical and organizational support during implementation.
