Ramoco Fuels has expressed interest in taking over Lukoil’s U.S. fuel retail business, proposing a lease-to-own agreement covering all 194 of the Russian company’s gas stations in the United States, two sources familiar with the offer told Izvestia.

Under the proposal, Ramoco would enter a 24-month master lease that automatically converts into a purchase once all regulatory, environmental and franchise conditions are met. The deal is valued at roughly $150 million and is expected to be finalized by December 31, 2027.

Ramoco Fuels already operates 110 stations across New Jersey, Pennsylvania, Delaware and North Carolina — states where a significant share of Lukoil’s U.S. assets is located.
