Zelenskiy says Ukraine security guarantees to be close to NATO’s Article 5

Ukrainian President Volodymyr Zelenskiy said Ukraine, the United States and European countries have preliminarily agreed on security guarantees for Kyiv that would be close in substance to NATO’s Article 5.

Speaking to journalists after talks in Berlin, Zelenskiy said the arrangements would be set out in a package of five documents, some of which would cover security guarantees and be legally binding.

“We are counting on five documents, some of them on security guarantees. Legally binding, meaning they would require a vote and approval by the U.S. Congress. Where there is a ‘fifth article’, as in NATO,” Zelenskiy said aboard a plane on his way from Berlin.

He said approval by the U.S. Congress would be a key element of the agreements.

“I believe we are very close to strong security guarantees. On paper, there are good elements today, but the facts are a vote in the U.S. Congress,” Zelenskiy added.
