EU appoints new head of monitoring mission in Armenia

The Council of the European Union on Feb. 17 appointed Satu Koivu as the new head of the European Union Monitoring Mission in Armenia (EUMA).

She will assume her duties on Feb. 20, 2026, replacing Markus Ritter.

Koivu is a senior Finnish police officer with more than 35 years of national and international experience. She has held leadership positions in UN and EU missions in the Palestinian territories, Rwanda, Namibia and Cyprus.

Prior to her appointment, she served as head of human resources at the National Police Board of Finland in Espoo.
