Azerbaijani lawmaker highlights difficulties in disability assessment process
Azerbaijani lawmaker Razi Nurullayev said difficulties in obtaining disability status have become one of the most common complaints raised by citizens in recent meetings with voters.
Nurullayev said the issue is particularly concerning for seriously ill individuals and war veterans, who face lengthy procedures involving the collection of medical documents, обращения в различные инстанции and waiting for decisions through electronic systems.
He noted that in some cases, citizens dissatisfied with decisions are forced to reapply, creating additional physical and psychological burdens.
While the digitalisation of the disability assessment process has improved transparency in recent years, Nurullayev said the system does not always function efficiently or in a citizen-oriented manner.
He called for simplified and faster procedures, particularly for vulnerable groups such as war veterans, as well as a more transparent and оперативный appeals mechanism for contested decisions.
“Disability assessment should be treated not only as a technical procedure, but as a matter of social justice and human dignity,” he said.
