Everyone in his own sees the most important ICT event last year. In our opinion , № 1 is opening on January 15 the first center ASAN Khidmet (Easy Service) at the State Agency for Civil Service and Social Innovation in the Presidency at: Azerbaijan AZ1078 , Baku, Nasimi district, Academician Hasan Aliyev St. 36. Now there are five of them - three in the capital, one in Ganja and one in Sumgait, moreover, mobile centers operate. In a short time they changed the perception of citizens about the officials and the services provided. This association is to enforce the services provided by public bodies in uniform and binding form. The centers ASAN Khidmet provide services for the formation of a new direction of public servants in ensuring citizens' satisfaction with regard to the population of employees, and this is also the transition to a new stage of the relations "official - citizen." Activity of the centers is based on the principles of efficiency, transparency, thrift, responsibility and convenience.
The main purpose of the service ASAN is reducing the additional costs and loss of time by the population, as well as increasing transparency and fighting corruption. In addition, employees of the agency are tolerant even to the most arrogant citizens with their ethical manners. The institutional reforms in this area increase specialization and the degree of citizens' trust in public institutions (now everyone knows that officials may not take bribes and may not be rude). Mass use of electronic services and increase in the productivity is also not in last place in the effectiveness of the new department . Event number 2 is launch of the first telecommunications satellite of Azerbaijan on the night of February 8. To launch it, a spacecraft was built by the Americans (Orbital Sciences Corporation) and put into orbit by the French (Arianespace), done with a launch pad ELA- 3 at the Guiana Space Centre. Satellite payload Azerspace/Africasat-1a, built on the platform of STAR- 2 consists of 36 transponders ( 24 transponder C-band transponders and 12 Ku-band- band ) . Each transponder frequency band - 36 MHz. The satellite weighs approximately 3,275 pounds. Event №: 6 is the creation of the Electronic Security Center (March 5, signed Presidential Decree on providing electronic security of the Centre under the Ministry of Communications and Information Technology). According to the Regulation, the Centre is to coordinate the activities of the subjects of the information infrastructure in the field of cyber security , to inform the Summit of the existing and potential hazards email . Event number 7 is the creation of the first specialized university. This fact could be more important than others, but as long as the students learn in the first year and the return on their nominal effort . Applications were accepted by function - information security , computer science, computer engineering , engineering and information technology systems.
In the first year of employment in the IT- University conducted the teaching of English . Then, in the next four years, applicants will be able to train for their chosen professions in English . Promises by the Minister, IT- University graduates Communications Ministry will provide all possible assistance in passing graduate abroad , and provides incentive awards in the form of additional grants, participation in summer schools and so on.
Event number 8 - in late December on the 3rd floor of the metropolitan center AF Business House the entrepreneurial incubation High-Tech Park was launched. This center is designed for young people with specific ideas , being able to generate income.

Event number 9 from the viewpoint of mainstream users - from 2 to 5 December was held the 19th Annual International Conference and Exhibition ICT Bakutel 2013 . On an area of 1.2 hectares were placed stands of 300 local and foreign companies from 28 countries represented ( 30%) of local ICT products . An important component of the business program are events dedicated to international cooperation. Among them is the annual forum of basic telecommunications operators consortium TASIM, meeting of the project working group SPECA "On development of an economy based on knowledge," Economic and Social Commission for Asia and the Pacific .
