Caspian European Club holds business forum

The Caspian European Club has held a business forum jointly with the State Committee for Standardization, Metrology and Patent. 

Major aspects of development in the field of standardization, metrology and patent were discussed in the forum, which was attended by the chairman of the State Committee for Standardization, Metrology and Patent, Ramiz Hasanov. 

Addressing the meeting, Ramiz Hasanov spoke in detail about the activities of the committee.

According to him, the State Committee is a state body implementing a policy of the state in the field of standardization, metrology, certification, accreditation and protection of rights for industrial and intellectual property facilities. 

He also noted about the Institute for Standardization and Certification operating under the State Committee. Its major activity is to conduct a policy of the state in the field of standardization and certification. Meanwhile, the work on improvement of the legislation is underway. 

The head of the state committee also noted that the structure he heads is a member of a number of international institutions and influential organizations in the field of standardization. In particular, the state committee is a member of the Interstate council of the CIS countries for standardization, metrology and certification. 

Speaking to journalists, R.Hasanov noted that there are about 900 national standards and 20,000 interstate and international standards adopted in Azerbaijan. 

According to Ramiz Hasanov, the state committee is building its work by means of created technical committees. To ensure a more effective work in development of standards the state committee attracts business and corresponding services of government agencies. 

Speaking about metrology, he noted that the legislation in this field has been modernized this year. The activity in this sphere is also regulated by specific orders of the government. The head of the state committee noted that Azerbaijan, through its membership in different international organizations, is represented in this area as well. The country is a member of COOMET (Eurasian cooperation of national metrological institutions). 

According to him, the most modern laboratory, engaged in dosimetry and spectrometry, was built in Azerbaijan within the framework of the joint activity with IAEA. 

A reference laboratory has been created in Azerbaijan within the framework of projects with the EU. "We have 7 of such laboratories operating here. Appropriate funds have been allocated by the state. It will be a complex of laboratories in future, their total number will be 25”, he emphasized. 

Speaking about the field of certification, the head of the state committee noted that this sphere is separated from the state. The state committee is accrediting bodies engaged in provision of conformity licenses. 

R.Hasanov also noted that the State Committee has been a member of the international laboratory accreditation cooperation (ILAC) since 2012. The work on entry into the international organization EA (European co-operation for Accreditation) is currently underway in order to have the results of accredited laboratories recognized worldwide. "Our laboratory has been accredited in Germany, which lets recognizing our certificates”, he emphasized. 

According to R.Hasanov, the state committee is carrying out an active work in the field of patent. The work in this direction is carried out together with appropriate structure of the World Intellectual Property Organization (WIPO). "Together with WIPO we have introduced an electronic system. Now we can receive e-documents and conduct a corresponding examination”, he emphasized. According to him, together with WIPO academy it is planned to create a training center in Azerbaijan in future. 

A memorandum of understanding was signed between the Caspian European Club and SABAH group at the business forum. The document was inked by Chief Executive Officer of the Caspian European Club Telman Aliyev and head of the executive committee of SABAH Group Elchin Agakishiyev. 

At the end of the event discussed were proposals of business-forum participants regarding this topic as well as issues that were of interest to the companies of the Caspian European Club. 

Addressing the business forum, Chief Executive Officer of the Caspian European Club Telman Aliyev thanked Ramiz Hasanov for a constructive dialogue as well as for an attention to proposals and requests made by the members of the Caspian European Club during the event. According to him, the member companies received answers for questions they are interested in, discussed ways of cooperation in this sphere. 

He noted that a poll among the representatives of local and foreign companies operating in different sectors of economy has been launched at the website (http://www.caspianenergy.org) of the Caspian European Club since November 2. "The purpose of the poll is to study problems of entrepreneurs, which arise during the interaction with the government agencies”, he emphasized. According to him, the results of the poll will be submitted to the top leadership of the Caspian European Club. 

Such polls are held twice a year among executives of both local and foreign companies in Azerbaijan and once a year in Kazakhstan, Georgia and Turkey. 

"I apply to all entrepreneurs to use this unique opportunity and tell about all possible problems and illegal requirements which arise during the interaction of business with the government agencies”, T.Aliyev noted. 

Telman Aliyev noted that the Caspian European Club was established in June 2002 under support of the largest oil and gas companies working in the Caspian and Black Sea region. His Excellency President of the Republic of Azerbaijan Ilham Aliyev is the Chairman of the Caspian European Club. According to Telman Aliyev, since its establishment the Caspian European Club has promoted attraction of oil sector revenues into development of the non-oil sector. Caspian European Club, which brings together over 5,000 member companies and organisations, is operating in 50 countries around the world, carrying out an active work to maintain the dialogue between government agencies and the private sector. 

Honorary membership certificate of the Caspian European Club was presented to Ramiz Hasanov during the business forum. Participating in the business forum of the Caspian European Club were heads of companies and ambassadors of a number of diplomatic agencies.
