Azerbaijan’s Education Ministry says Russian-language instruction will not be discontinued

Azerbaijan’s Ministry of Science and Education has dismissed claims circulating on social media about the closure of Russian-language academic programs, saying no official decision has been made.
A message labeled “Notice No. 217,” widely shared in Azerbaijani social media, alleged that starting from the 2025/2026 academic year, instruction in Russian would be gradually phased out in universities under the “National Education – 2030” reform plan, and that only Azerbaijani and English would be used.
In its official response, the ministry stated that no such document had been published and urged the public to rely solely on official sources.
Several universities confirmed to Haqqin.az that these rumors have been discussed in WhatsApp groups but said they have not received any formal instructions from the ministry.
