White House: no more aid for Ukraine, peace plan depends on Russia’s approval

The United States has halted all military and financial support for Ukraine, and any peace proposal must be approved by Russia, White House spokeswoman Karoline Leavitt said.

She stated that President Donald Trump has “stopped funding the Russia-Ukraine war,” and no meeting between Trump and Ukrainian President Volodymyr Zelenskiy is currently planned.

Washington hopes Moscow will endorse the emerging peace plan, with talks continuing “intensively.” Only “a couple of outstanding points” remain, Leavitt noted.

Ukrainian media reported that the revised U.S. proposal no longer includes limits on the size of Ukraine’s armed forces or a wartime amnesty clause. U.S. officials indicated that further contacts with Russia may follow to finalize the framework.

Kiev maintains its own red lines — rejecting recognition of Russian-occupied territories, rejecting limits on defence capabilities, and insisting on EU/NATO membership guarantees.

Sources familiar with the talks described them as “tense,” and said U.S. negotiators accused Ukraine of leaking negative details of the plan to the media.
