Oil price shifts to impact Azerbaijan's budget and SOFAZ assets
Crude oil price fluctuations within $5 to $20 above or below baseline projections will directly shape Azerbaijan's consolidated fiscal balance and sovereign wealth reserves, according to the Ministry of Finance's Medium-Term Expenditure Framework for 2027–2030.
Under the baseline scenario, assets held by the State Oil Fund of the Republic of Azerbaijan (SOFAZ) are projected to reach $73.9 billion by 2030, with alternative oil price trajectories generating an estimated variance of $0.9 billion to $1.8 billion. For 2027, the consolidated budget deficit is modeled at minus 2% of GDP in the baseline, deviating by 1.4 to 2.7 percentage points under stress scenarios. The ministry considers the risk of crude slipping below $65 per barrel in 2027 as low. To buffer public finances against volatility, the state continues enforcing its fiscal rule—phasing down the non-oil primary deficit, reducing budget transfers from SOFAZ, and denominating transfers strictly in AZN to curb foreign exchange transmission shocks.
