Azerbaijan’s capital, Baku, will be cold and clowdy on Dec. 31, according to the weather forecast department of the Ministry of Ecology and Natural Resources. Snow and raind are possible in some regions. 

Temperatures will range between 0C and 5C. 

Northwest winds will blow.
