Azerbaijan records 21,031 criminal offenders in 2025, over half unemployed or uneducated

According to the 2025 statistics released by Azerbaijan’s Ministry of Internal Affairs, a total of 21,031 individuals were identified as perpetrators of criminal offenses in the country, of whom 14,953 were formally held criminally responsible.

The breakdown of offenses shows 13,088 crimes in the economic sphere, 12,022 against public safety and order, 5,590 against individuals, 1,148 against state authority, and 4 other illegal acts.

Among those held accountable, 53.1% were of working age but unemployed and not pursuing education, while 23% were repeat offenders. Women represented 6.4% of offenders, and children aged 14–17 accounted for 2.3%.
