Azerbaijan registers over 21,000 criminal offenders in 2025, majority unemployed or uneducated

According to the 2025 statistics released by Azerbaijan’s Ministry of Internal Affairs, the country recorded 21,031 individuals involved in criminal offenses last year, with 14,953 formally held criminally responsible.

The distribution of serious crimes includes 13,088 economic offenses, 12,022 against public safety and order, 5,590 against individuals, 1,148 against state authority, and 4 other illegal acts.

Among those held accountable, 53.1% were of working age but unemployed and not in education, while 23% were repeat offenders. Women accounted for 6.4% of offenders, and children aged 14–17 represented 2.3%.
