Over 100 intelligence chiefs convene in Baku for 4th Security Forum

Baku hosted the 4th Baku Security Forum, bringing together heads and high-level officials from intelligence and security agencies representing more than 100 countries. Organized by Azerbaijan’s State Security Service (SSS) under the theme "New Challenges in Global Security Architecture and the Formation of Effective Mechanisms for Counter-Terrorism Cooperation," the event opened with a message addressed to participants by President Ilham Aliyev. In his remarks, Chief of the State Security Service, Colonel-General Ali Naghiyev, emphasized that international security systems are undergoing a profound transition, noting that conventional frameworks struggle to respond swiftly to modern threats that increasingly spill across borders to imperil regional energy corridors and food supplies.

On the sidelines of the forum, the SSS and the UN Office of Counter-Terrorism co-hosted a dedicated session addressing technological security hazards, highlighting multilateral coordination frameworks and instruments such as the forum-backed Counter-Terrorism Information Exchange System (CTIES).
