The extraordinary new footage called "Meeting at Dabiq" reveals an apocalyptic vision of the last days of Earth.
It seems to pinpoint the location of a final battle between the "crusaders" and the "believers" in the Italian capital and refers to the 'armies of Rome' – with shots showing the Vatican City.
An ISIS armoured unit is shown advancing towards the Colosseum.
The video also shows ISIS, also known as Daesh, preparing jihadists for a suicide mission in a section called "The Last Words Before The Martyrdom Operation".
ISIS fighters chat among themselves with suicides vests on. Later other jihadists can be seen hugging their comrades with a caption reading "goodbye to the companions".
Suddenly the video cuts to a night seen before there are two massive explosions.
The propaganda film fantasises about ISIS as a fully armed force ready to take on the crusaders.
But most of their kit is captured and vulnerable to Western planes who have can easily destroy them from the air.
The release of the glossy video could signal that ISIS is feeling the pressure of an intensified bombing campaign following the massacre of 130 people in Paris.
A German jihadist is also featured discussing his Western lifestyle of "drugs and discos" which he found shallow and led him to turn to the Koran.
He says: "I was very rich, earned a lot of money, drove a lot of cars and experienced everything – drugs, discos, parties, all of life.
"Thank Allah for guidance, I took up the Koran and the teachings of the Prophet and that satisfied my heart.
"Allah says often in the Koran life on this earth is deceptive. Life is deceptive. When we see all these people who are rich, millionaires, who have money, they kill themselves.
"They throw themselves in front of trains or take overdoses."
But comedy hit back at ISIS today. Spoof images of ISIS in comic poses have been saturating Twitter as part of a mass trolling day called upon by online activists Anonymous.
