U.S. expects to raise another $2 billion for Ukraine through PURL initiative

The PURL initiative to purchase U.S. weapons for Ukraine is expected to raise another $2 billion by the end of 2025, U.S. Ambassador to NATO Matthew Whitaker told Bloomberg.

Whitaker said that commitments under the PURL mechanism are being “gradually fulfilled.” “We expect to attract another $2 billion or more over the next few months, and we hope this will happen very soon,” he added.

According to the ambassador, by 2026 the program aims to collect $12–15 billion for the purchase of essential weaponry needed for Ukraine’s self-defense and continued resistance on the front lines.

Launched in July 2025 by U.S. President Donald Trump and NATO Secretary General Mark Rutte, the PURL initiative allows NATO allies to jointly procure American weapons for Ukraine. As of October, $2 billion had already been raised through the program.
