Western Azerbaijan Chronicle analyses Pashinyan’s constitutional reform plans

The latest analytical report prepared within the “Western Azerbaijan Chronicle” project examines Armenian Prime Minister Nikol Pashinyan’s statement on November 22 regarding constitutional reform.

The report highlights Pashinyan’s claim that adopting a new Constitution is essential for signing a final peace agreement. He said the referendum should take place after parliamentary elections scheduled for June 2026, arguing that the current Constitution is “alien” to Armenian society and that a new political doctrine is needed.

According to the outlet “Fakt,” a memorandum signed in the United States links constitutional changes to a broader package involving the normalization of Armenia–Turkey and Armenia–Azerbaijan relations. The package reportedly includes opening land connections, restoring communications, enabling the return of Azerbaijanis, lifting transit restrictions and facilitating supplies to Armenia from third countries. It is claimed that Armenia has agreed to a transit route through Zangezur and to a mechanism for the return of around 300,000 Azerbaijanis.

The analysis notes that ensuring the right of return requires the establishment of direct contacts between the Western Azerbaijan Community and Armenia’s leadership. Baku has repeatedly urged Yerevan to engage in such dialogue.

The project aims to document historical place names, material cultural heritage and evidence of deportations in Western Azerbaijan, sharing these findings with the international community.
