Minister says full-time teacher concept will not be implemented before September 2027

Azerbaijan’s full-time teacher concept will not be introduced earlier than September 2027, Minister of Science and Education Emin Amrullayev told reporters.

He said the reform is currently at a conceptual stage, and the main focus is on the essence of the work:

“The existing hourly-based pay system remains in place. At the same time, we are working on introducing an alternative model — the full-time teacher concept — into Azerbaijani schools. Our goal is to ensure that teachers feel they are an integral part of the school. Why we are introducing a new calculation mechanism and which problem we aim to solve — these are the main questions,” he said.
