Number of minors brought to police in Azerbaijan rises 26% in 2025

 The number of minors taken to police and special detention centres in Azerbaijan for various offences reached 7,289 in 2025, up 1,523 or 26% compared with 2024, according to the government’s annual report.

The report also showed an increase in minors involved in vagrancy and begging, rising from 616 to 936, a 51.9% increase.

Preventive measures were expanded during the reporting period. In 2025, 583 minors were placed on police records, up from 366 a year earlier, while 510 case materials were referred to local commissions, compared with 490 in 2024.

Authorities also drew up administrative protocols against 511 parents for neglecting children or involving them in begging, up from 354 in the previous year.

In addition, 32 individuals were placed under preventive supervision, the report said.
