Azerbaijan Hikes Healthcare Salaries with $111 Million Annual Budget Expansion

Azerbaijan has enacted major wage increases for 72,212 healthcare workers under the administration of the Management Union of Medical Territorial Units (TABIB), effective September 1, 2026. The reform, initiated by First Vice-President Mehriban Aliyev and approved by President Ilham Aliyev, adds 189 million manats (around $111 million) to TABIB's annual payroll fund. 

Under the revised pay structure, monthly base salaries for primary care and family physicians jump 74% from 1,150 to 2,000 manats. Emergency medical service doctors will see earnings rise from 1,550 manats to between 2,200 and 2,500 manats, while nursing and junior medical staff receive 17% and 18% increases, respectively. 

To mitigate regional doctor shortages outside the major metropolitan centers of Baku, Absheron, Sumgayit, and Ganja, specialized incentive allowances have been established.

Monthly salaries for regional pediatric anesthesiologists-resuscitators will surge 107% to 3,000 manats, neonatologists to 2,400 manats, accompanied by a 1.3 performance multiplier applied to surgical, inpatient, and diagnostic fees in outlying districts.
