Azerbaijan reports state budget execution for Jan-July

Revenues of Azerbaijan’s state budget fell 3.2% year-on-year (down 624.6 million AZN) to 19.179 billion AZN in 2026, compared to 19.803 billion AZN in the same period last year. Total budget expenditures decreased 1.9% (down 320.1 million AZN) to 16.775 billion AZN from 17.095 billion AZN recorded a year earlier.

The revenue composition reflected a shift toward the non-oil economy: oil and gas fiscal proceeds dropped 13.9% to 8.198 billion AZN, reducing their budget share from 48.1% to 42.7%. Conversely, non-oil/gas revenues advanced 6.8% to 10.981 billion AZN, expanding their overall share from 51.9% to 57.3%.

Key revenue generation channels included the State Tax Service with 8.842 billion AZN (+1.6% YoY, 46.1% share), the State Customs Committee with 3.143 billion AZN (+1.7% YoY, 16.4% share), transfers from the State Oil Fund (SOFAZ) with 6.420 billion AZN (-11.3% YoY, 33.5% share), extra-budgetary receipts with 350.7 million AZN (+12.4% YoY, 1.8% share), and other fiscal revenues totaling 422.2 million AZN (-7.5% YoY, 2.2% share).

On the expenditure side, current operational outlays rose 10.1% to 11.642 billion AZN (69.4% of total budget allocations). Capital expenditures fell 23.8% to 4.188 billion AZN (25.0% share), while public debt servicing costs declined 8.0% to 944.8 million AZN, accounting for 5.6% of state spending.
