CSTO May Consider Suspending Armenia's Voting Rights at November 11 Moscow Summit

The issue of potentially suspending Armenia’s voting rights and its entitlement to nominate representatives to executive positions within the Collective Security Treaty Organization (CSTO) may be submitted to the Collective Security Council session scheduled for November 11 in Moscow. The announcement was made by Russia’s Permanent Representative to the CSTO, Viktor Vasilyev.

The diplomat emphasized that any final determination rests exclusively with the heads of member states and mandates a consensus among all CSTO participant nations.

Vasilyev clarified that the procedural basis for evaluating Armenia’s status stems from Article 25 of the CSTO Charter. Under this clause, a member state may be temporarily stripped of voting privileges and official appointments if its financial arrears to the organization exceed a period of two years. This regulatory framework serves as the formal grounds for bringing the matter to the table.
