Azerbaijani lawmaker urges wider use of non-custodial pretrial measures

Azerbaijani Member of Parliament Arzuxan Alizade has called for a broader application of alternatives to pretrial detention during preliminary investigations.

Speaking in parliament, Alizade pointed out that courts frequently default to custody rulings, a practice he described as flawed. He argued that if an individual does not evade court proceedings and remains accessible to investigators, detention should not be mandatory.

Alizade also highlighted that excessive reliance on pretrial detention adversely impacts Azerbaijan's image in international reports, proposing greater reliance on alternative legal measures.
